Strengths: tutorial and campaign, fun

Caesar 4 is a city building game. You are a governor responsible for the health and well being of an ancient Roman city.

I played Caesar 3 and enjoyed the game very much so when Caesar 4 came out, I was excited to buy it and see how the game has changed in 8 years.

One of the things I enjoyed about Caesar 3 and continue to enjoy with Caesar 4 is the campaign mode where you move from one scenario to the next - moving up the ranks in the Roman hierarchy. Each scenario has set goals spelled out for you to achieve and when you complete them you move onto the next scenario in a new city with different goals. I always got tired of the SimCity 2000 because it was so open ended with no goals - after a while with SimCity - I was like "what's the point?"

I also enjoy the ancient time setting of Caesar... it makes it unique.

The basic premise of the game it to build house to attract immigration, build farms and fields to feed the populace, temples to make the people and gods happy, build raw material camps like clay and timber and finished product workshops like pottery and furniture to keep the people happy and make money on exports to keep the city financially in the black. All the while you are trying to reach the scenario objects take can be based upon a population goal, culture goal, Caesar favor goal and/or Prosperity goal.

Compared to Caesar 3, there are some basic changes to the game in Caesar 4. Instead of just building generic housing and having that housing move from tents to villas, in Caesar 4 you actually build 3 different types of housing: working class housing, middle class housing and upper class housing. The working class does the manual labor - working in farms, clay pits, and workshops. The middle class works in the water system, the temples, doctor’s office, etc. The upper class doesn't work but you can tax them to make money. So you need to worry about more than just total number of job and total number of workers... now you need to keeps track of what kind of job and what kind of workers - but the Labor advisor breaks that down for you. There are also more than just one market now -- there's a food market, a basic goods market and a luxury goods market. And instead of building just farms you now have to building farms and then fields to be worked.

There is a 5 scenario tutorial that gets a new person familiar with the game and concepts and how to play and this makes it easy to jump right in.

The graphics are nice and detailed as long as you don't zoom in too closely.

I would recommend this game to those people that like city building games as it is a unique and fun setting.
